【摘要】：在我國實(shí)施"一帶一路"戰(zhàn)略的大背景下,越來越多的國內(nèi)企業(yè)參與到了海外工程項(xiàng)目當(dāng)中去,并且參與力度逐步加深,但海外工程項(xiàng)目需要高規(guī)格的物資保障,這對企業(yè)在物資國際采購規(guī)模、種類、質(zhì)量標(biāo)準(zhǔn)等方面都有極高的要求,而這些要求都是原來在國內(nèi)采購管理活動(dòng)中未曾有過的,會給企業(yè)在采購管理上帶來新的挑戰(zhàn)。為了克服困難,鼓勵(lì)國內(nèi)企業(yè)走出去,國資委已把采購管理作為中央企業(yè)管理提升活動(dòng)的重點(diǎn)領(lǐng)域。目前許多企業(yè)在實(shí)施"走出去"的戰(zhàn)略過程中,也正大力開展系列措施提升采購管理水平。由于這些企業(yè)主營海外工程業(yè)務(wù),正有著改善適應(yīng)海外工程特點(diǎn)的物資國際采購管理現(xiàn)狀的迫切需求。為此,本文就我國企業(yè)海外工程項(xiàng)目物資國際采購管理展開研究。本文首先分析了海外工程項(xiàng)目的物資國際采購管理的現(xiàn)狀,并對采購管理過程中產(chǎn)生的問題進(jìn)行了分析,找到了問題的原因;在借鑒國內(nèi)外優(yōu)秀建筑企業(yè)的采購管理經(jīng)驗(yàn)得到啟示之后,對管理組織、制度、手段、人才方面提出了幾點(diǎn)措施建議。
[Abstract]:In the context of the implementation of Belt and Road's strategy in China, more and more domestic enterprises are participating in overseas engineering projects, and their participation is gradually deepening. However, overseas engineering projects require high standards of material security. This has very high requirements on the scale, type and quality standard of material international procurement, and these requirements have never existed in the domestic procurement management activities, which will bring new challenges to the enterprises in the procurement management. In order to overcome difficulties and encourage domestic enterprises to go out, SASAC has made procurement management a key area of central enterprise management promotion activities. At present, many enterprises are carrying out a series of measures to improve the level of procurement management in the process of implementing the "going out" strategy. Because these enterprises are mainly engaged in overseas engineering business, there is an urgent need to improve the current situation of international procurement management of goods and materials adapted to the characteristics of overseas projects. Therefore, this paper studies the international procurement management of overseas engineering projects in our country. This paper first analyzes the current situation of international procurement management of overseas engineering projects, and analyzes the problems arising in the process of procurement management, and finds out the causes of the problems. After drawing lessons from the experience of procurement management of excellent construction enterprises at home and abroad, this paper puts forward some suggestions on management organization, system, means and talents.
