【摘要】：正近日,美國(guó)白宮國(guó)家貿(mào)易委員會(huì)主席納瓦羅宣稱,一些美國(guó)的貿(mào)易伙伴用從美國(guó)身上賺的錢,購買美國(guó)的公司和技術(shù),降低了美國(guó)競(jìng)爭(zhēng)力,美國(guó)要重新奪回全球(供應(yīng)鏈)價(jià)值鏈的領(lǐng)導(dǎo)地位,扭轉(zhuǎn)制造業(yè)勞動(dòng)力數(shù)量下滑的趨勢(shì)。然而,在特朗普政府高舉"逆全球化主義"背景下美國(guó)真的能夠重新掌控全球價(jià)值鏈嗎?納瓦羅很可能開錯(cuò)了"藥方",而沒有"對(duì)癥下藥"。不得不強(qiáng)調(diào)的是,全球價(jià)值鏈的形成與發(fā)展恰恰是全球化深度整合的重要標(biāo)志和必然結(jié)果。二次世界大戰(zhàn)以
[Abstract]:Recently, the Chairman of the National Trade Commission of the White House, Navarro, declared that some US trading partners used the money they made from the United States to buy American companies and technologies, thus reducing the competitiveness of the United States. The United States wants to regain leadership in the global (supply chain) value chain and reverse the decline in manufacturing labor. Can the US really regain control of global value chains in the context of the Trump administration's "anti-globalism"? Navarro may well have made the wrong prescription, but not the right remedy. It has to be stressed that the formation and development of global value chains is precisely an important symbol and inevitable result of the deep integration of globalization.
