【摘要】：政策變遷使弱勢群體的相對(duì)剝奪感上升并呈現(xiàn)多維化特征,導(dǎo)致其社會(huì)心理困境加劇,成為具有代表性的公共管理難題。以失獨(dú)群體為例,在生育政策變遷背景下,其相對(duì)剝奪感不僅存在橫向和縱向兩個(gè)維度,并且這兩個(gè)維度發(fā)生了混合疊加。這種多維的相對(duì)剝奪感在個(gè)體、群體、社會(huì)三個(gè)層面因素的影響下,通過對(duì)情緒、生命活力、社會(huì)適應(yīng)的作用形成了失獨(dú)群體社會(huì)心理困境。基于這個(gè)理論框架,根據(jù)以人為本、實(shí)事求是、科學(xué)平衡的治理原則,提出了以降低多維相對(duì)剝奪感為核心的失獨(dú)群體社會(huì)心理困境多中心治理路徑,并厘清了政府、社會(huì)、個(gè)人各自治理邊界,對(duì)弱勢群體的公共治理研究與實(shí)踐有一定借鑒意義。
[Abstract]:The change of policy makes the relative deprivation of the vulnerable groups rise and presents multidimensional characteristics, which leads to the aggravation of their social psychological predicament and becomes a representative problem of public management. Taking the group without independence as an example, under the background of the change of fertility policy, the sense of relative deprivation exists not only horizontal and vertical dimensions, but also the mixed superposition of these two dimensions. Under the influence of individual, group and society, this multidimensional sense of relative deprivation forms the social psychological predicament of the lost group through the effects of emotion, life vitality and social adaptation. Based on this theoretical framework, according to the governing principle of people-oriented, realistic and scientific balance, this paper puts forward the multi-center governance path of the social psychological predicament of the lost group, which takes reducing the multi-dimensional relative deprivation feeling as the core, and clarifies the government and society. The individual's own governance boundary has certain reference significance to the public governance research and practice of the vulnerable group.
