【摘要】：從中觀-模式維度的分析視角,以政府購買社會智庫服務為研究對象,對政府購買社會智庫服務的理論內(nèi)涵及當前存在的主要困境進行分析,指出由于當前中國政府咨詢體制的內(nèi)卷化,社會智庫自身承接服務能力的不足,以及向社會智庫購買服務制度安排的缺失等原因,致使政府購買社會智庫服務實踐未能有序展開。基于此,可以通過構建政府與社會智庫之間的伙伴關系,提升社會智庫承接服務的能力,規(guī)范政府購買社會智庫服務的流程等具體措施,力圖營造良好環(huán)境,完善制度設計,并以此提升我國政府科學民主決策水平。
[Abstract]:From the perspective of meso-mode dimension, this paper analyzes the theoretical connotation of government purchasing social think-tank service and the main predicament existing at present, taking the government purchase of social think tank service as the research object. It is pointed out that due to the internalization of the consulting system of the Chinese government, the insufficiency of the ability of the social think tanks to undertake the service, and the lack of institutional arrangements for purchasing the services from the social think tanks, and so on. As a result, the practice of government purchasing social think-tank services has not been carried out in an orderly manner. Based on this, the ability of social think tanks to undertake services can be enhanced by building a partnership between the government and social think tanks. The concrete measures such as standardizing the process of government purchasing the service of social think tank try hard to create a good environment and perfect the system design so as to improve the level of scientific and democratic decision-making of our government.
