文章摘要：以低碳綠色城市建設(shè)為研究對(duì)象，圍繞低碳綠色經(jīng)濟(jì)、城市建設(shè)以及低碳綠色城市的發(fā)展戰(zhàn)略進(jìn)行分析研究。在對(duì)城市建設(shè)目標(biāo)分解的基礎(chǔ)上，從系統(tǒng)論角度分析中國(guó)低碳綠色城市建設(shè)中的挑戰(zhàn)與機(jī)遇，，SWOT定性分析與定量分析相結(jié)合，基于“三生”共贏理論，分析低碳綠色城市發(fā)展戰(zhàn)略與管理模式，分析中國(guó)城市建設(shè)的戰(zhàn)略問(wèn)題，依據(jù)PEST分析法，統(tǒng)籌經(jīng)濟(jì)、環(huán)境、社會(huì)、科技和節(jié)能減排，從理念、政策、體制、人才、技術(shù)、產(chǎn)業(yè)結(jié)構(gòu)等方面提出相應(yīng)的策略，探索以經(jīng)濟(jì)發(fā)展促進(jìn)城市建設(shè)、適合中國(guó)工業(yè)化和城市化的低碳綠色城市建設(shè)的發(fā)展道路。

Abstr：The construction of low-carbon green city for the study, around the green low-carbon economy, urban construction and development of low-carbon green city strategy is researched. Analyzed from the viewpoint of system theory based on the decomposition of urban construction goals, challenges and opportunities in the construction of China＇s low-carbon green city, a combination of the SWOT qualitative analysis and quantitative analysis, and analysis of low-carbon green city development strategy based on the the juniors win-win theory, strategic analysis of China＇s urban construction and management mode, the appropriate strategy based on PEST analysis, co-ordination of economic, environmental, social, technological and energy saving, philosophy, policy, institutional and human resources, technology, industrial structure, explore the road of green urban development of low-carbon urban construction, to promote economic development for China＇s industrialization and urbanization.
