文章摘要：城市發(fā)展需要?jiǎng)?chuàng)新城市融資模式。城市融資路徑需圍繞我國(guó)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的主線，提高城市金融創(chuàng)新和服務(wù)意識(shí)，按照城市的戰(zhàn)略定位和發(fā)展的重點(diǎn)領(lǐng)域、重點(diǎn)產(chǎn)業(yè)、重點(diǎn)行業(yè)和重點(diǎn)項(xiàng)目．依托城市的空間發(fā)展戰(zhàn)略，科學(xué)測(cè)算城市開(kāi)發(fā)建設(shè)資金需求、供給及供求缺口，以市場(chǎng)化、多元化和金融創(chuàng)新為基本模式和路徑，協(xié)同整合政府財(cái)政資金、開(kāi)發(fā)性金融資金和商業(yè)金融資金，使用創(chuàng)新渠道和創(chuàng)新工具彌補(bǔ)資金缺口．挖掘融資主體潛力，完善融資主體，建立功能齊全、分工明確、運(yùn)營(yíng)規(guī)范的融資支撐體系．為城市規(guī)劃目標(biāo)的實(shí)現(xiàn)提供有效融資供給和金融創(chuàng)新服務(wù)。

Abstr：The city development needs city financing mode innovation. City financing path must be based on the main line of the transformation of China economic development; improve the city financial innovation and service consciousness, position and develop the development in key areas, key industries and key projects according to the city strategy; rely on the city spatial development strategy; measure the city development and construction funds demand, supply and demand and supply gap scientifically; take market, diversification and financial innovation as the basic mode and path; collaborate and integrate the government finance; develop finance and commercial finance capital; innovate the use of channels and tool to make up for the shortfall in funds; mine financing body potential; improve the financing subject; establish a complete functions, a clear division of labor, a normative operation financing support system; and provide effective service supply of financing and financial innovation for city planning objectives.
