【摘要】：目前中國農(nóng)村發(fā)展面臨的重大現(xiàn)實困境是農(nóng)村金融資源供給嚴(yán)重不足和農(nóng)地資源配置的不合理。解決問題的肯綮在于確立一種有效的融資體制機制,一方面將社會資金引入農(nóng)村,另一方面通過調(diào)動農(nóng)村內(nèi)部資源尤其是最重要的農(nóng)地資源以改善農(nóng)村金融服務(wù)。引鑒土地銀行制度,通過農(nóng)地存貸、農(nóng)地抵押貸款和土地債券發(fā)行等農(nóng)地金融業(yè)務(wù)的開展可有效耦合農(nóng)地和資金兩大資源,促進農(nóng)地流轉(zhuǎn)融資,并引導(dǎo)社會資金進入農(nóng)村發(fā)展農(nóng)業(yè)、服務(wù)"三農(nóng)"。本文通過對土地銀行這一外生性制度的引入和本土化建構(gòu)進行研判探討,以期求解我國農(nóng)村資金匱乏和農(nóng)地資源利用不充分之困局。
[Abstract]:At present, the major realistic predicament of rural development in China is the serious shortage of rural financial resources and the unreasonable allocation of agricultural land resources. The key to solve the problem lies in the establishment of an effective financing system mechanism, on the one hand, the introduction of social funds into rural areas, on the other hand, through the mobilization of rural internal resources, especially the most important agricultural resources to improve rural financial services. Referring to the land banking system, through the development of farmland financial business, such as farmland deposit and loan, farmland mortgage loan and land bond issuance, it can effectively couple the two resources of farmland and capital, promote the financing of farmland circulation, and guide the social funds to develop agriculture in rural areas and serve the "agriculture, rural areas and farmers". This paper discusses the introduction and localization of land bank, an exogenous system, in order to solve the difficulties of lack of rural funds and inadequate utilization of agricultural land resources in China.
