我國食品安全監(jiān)管存在問題及對策研究

【摘要】:"民以食為天,食以安為先"。隨著食品的產(chǎn)業(yè)化和規(guī)模化以及新物質(zhì)和新技術在食品領域的應用,食品安全問題越來越多,不斷的復雜化,對此我國政府和社會各界人士一直在不斷關注食品安全問題并希望尋求解決的方法。這些年來各個國家包括中國一直都不斷爆發(fā)由于監(jiān)管不力產(chǎn)生的惡性食品安全問題,由此解決食品安全問題和監(jiān)管問題就顯得愈加重要,許多學者和專家從多個方面進行了研究和探討,特別是對完善食品安全監(jiān)管法律法規(guī)方面做出了許多調(diào)整以期進行改善。隨著對于食品安全理論的不斷探究,什么是食品,什么是食品安全,什么又是食品安全監(jiān)管以及如何進行監(jiān)管,這些基礎概念的明確和界定問題已經(jīng)越來越清晰化。本論文從食品安全著手,通過對食品安全相關學說的研究,針對我國食品安全問題進行體系研究,以食品安全監(jiān)管法理基礎、經(jīng)濟法知識以及關于食品安全的相關學說作為主要研究內(nèi)容,結合以上,對我國食品安全監(jiān)管提出完善建議。文章共分為五章,第一章為緒論,介紹本文的研究背景和意義。第二章是介紹關于食品安全監(jiān)管方面的基本概念,然后重點列舉了三個方面的相關學說,分別是GMP、HACCP以及信息不對稱理論從而引出研究的立足點,確定研究方向和方法。第三章主要分析我國食品安全監(jiān)管現(xiàn)狀,針對現(xiàn)狀找出問題所在,并對問題產(chǎn)生的原因進行分析,為后文打下基礎。第四章則是分析發(fā)達國家,比如美國、歐盟、日本的食品安全現(xiàn)狀,并從其中得到借鑒。最后一章是通過以上的理論研究和經(jīng)驗借鑒提出我國食品安全監(jiān)管的完善建議及對策。
[Abstract]:The people take food as the day, and food takes peace as the first. With the industrialization and scale of food and the application of new substances and technologies in the field of food, there are more and more food safety problems, which are becoming more and more complicated. Therefore, the Chinese government and people from all walks of life have been paying close attention to the food safety problem and hope to find a way to solve it. In recent years, various countries, including China, have been constantly erupting vicious food safety problems caused by inadequate supervision. Thus, it is increasingly important to solve food safety problems and regulatory problems. Many scholars and experts have carried on the research and the discussion from many aspects, especially has made many adjustments to consummate the food safety supervision laws and regulations in order to carry on the improvement. With the continuous exploration of food safety theory, what is food safety, what is food safety supervision and how to regulate, these basic concepts of clear and defined issues have become more and more clear. This paper starts from the food safety, through the research to the food safety related theory, carries on the system research to our country food safety question, with the food safety supervision legal principle foundation, The knowledge of economic law and the related theories about food safety are the main contents of the research. Combined with the above, some suggestions are put forward to improve the supervision of food safety in China. The article is divided into five chapters, the first chapter is an introduction, introducing the research background and significance of this paper. The second chapter introduces the basic concept of food safety supervision, and then lists three related theories, namely GMP,HACCP and information asymmetry theory, so as to draw the foothold of the research and determine the research direction and methods. The third chapter mainly analyzes the current situation of food safety supervision in China, aiming at the current situation to find out the problem, and the causes of the problem are analyzed to lay a foundation for the following. The fourth chapter analyzes the current situation of food safety in developed countries, such as the United States, the European Union and Japan, and draws lessons from it. In the last chapter, the suggestions and countermeasures of food safety supervision in China are put forward through the above theoretical research and experience.
