【摘要】：國家互聯(lián)網(wǎng)信息辦公室負責修訂的《互聯(lián)網(wǎng)新聞信息服務管理規(guī)定》發(fā)布后,圍繞規(guī)定涉及的核心概念,即互聯(lián)網(wǎng)新聞信息服務的許可制度的適用范圍引發(fā)了廣泛的爭議,許可是針對組織化、機構化的媒體組織,還是也針對利用互聯(lián)網(wǎng)發(fā)布新聞信息和評論的個體,文章作了文本和學理分析,認為互聯(lián)網(wǎng)新聞信息許可制度適用對象是互聯(lián)網(wǎng)新聞信息服務機構,而不是個體。
[Abstract]:After the issuance of the revised regulations on Internet News Information Services, which is the responsibility of the State Internet Information Office, the scope of application of the licensing system for Internet news information services has aroused widespread controversy over the core concepts involved in the regulations. Whether the license is for organized, institutionalized media organizations, or also for individuals who use the Internet to publish news information and comments, the text and theoretical analysis of the article, The author thinks that the system of Internet News Information license is applicable to Internet news information service organizations, not individuals.
