【摘要】:“王者以民為天,而民以食為天,能知天之天者,斯可矣!笔称钒踩侵匾拿裆鷨栴},黨和政府高度重視,人民群眾特別關(guān)心。在當(dāng)代中國,單純的依靠法律、監(jiān)管和技術(shù)不能完全解決食品安全問題。人作為一種道德的存在,需要對食品安全問題進(jìn)行深刻的道德反思,加強(qiáng)我國食品安全領(lǐng)域的道德建設(shè),筑牢食品安全的道德防線。食品安全道德,就是指食品利益相關(guān)者(主要包括:食品生產(chǎn)經(jīng)營者、政府、消費(fèi)者和媒體)在食品生產(chǎn)、經(jīng)營、監(jiān)管、消費(fèi)和傳播中應(yīng)當(dāng)遵循的價(jià)值取向和行為規(guī)則。食品安全道德能夠?yàn)榫S護(hù)食品安全提供價(jià)值立場,幫助食品利益相關(guān)者做出符合道德的行為選擇,以期實(shí)現(xiàn)食品安全,增進(jìn)人類的健康與幸福。食品安全道德建設(shè),即食品安全領(lǐng)域的道德建設(shè),就是以道德為主要手段和途徑,對食品安全問題進(jìn)行治理,以達(dá)到食品安全領(lǐng)域的合道德性的善的秩序。食品安全道德與食品安全法律既相聯(lián)系、又相區(qū)別,食品安全道德是食品安全治理的重大輔助力量。食品安全道德可以促使食品利益相關(guān)者對食品安全道德規(guī)范和法律、法規(guī)的認(rèn)同由他律走向自律,形成食品利益相關(guān)者的良心,這是有利于保證食品安全的自覺意識。當(dāng)代中國食品安全道德建設(shè),需要從中國古代社會的食品安全道德建設(shè)中汲取智慧。在經(jīng)濟(jì)視閾下,以義生利、誠實(shí)守信、市不豫賈、禮義相待成為調(diào)整食品生產(chǎn)經(jīng)營者和消費(fèi)者之間關(guān)系的道德尺度。在政治視閾下,民以食為天的政治觀、以刑養(yǎng)德的政府監(jiān)管、榮損同俱的行業(yè)監(jiān)管體現(xiàn)出濃厚的道德規(guī)范意義。為世人稱道的中國傳統(tǒng)飲食文化中蘊(yùn)涵著十分豐富的道德思想,其中,尚“和”精神、重“禮”情節(jié)、行“儉”風(fēng)格最為奪目。當(dāng)代中國食品安全道德建設(shè),需要借鑒他山之石。在美國,科學(xué)完備的法律成為食品利益相關(guān)者道德生成的保護(hù)傘,預(yù)防無縫式的監(jiān)管讓悖德者無機(jī)可乘,合格的供應(yīng)商則是食品企業(yè)的主動(dòng)追求。在日本,消費(fèi)者的安全是政府監(jiān)管之責(zé),消費(fèi)者的信任是企業(yè)生存之基,食品安全道德教育更是讓食品安全觀念深入人心。在歐盟,生命健康至上原則、尊重選擇原則、預(yù)防性原則是食品安全道德建設(shè)遵循的基本原則,出于對消費(fèi)者生命健康權(quán)和知情選擇權(quán)的尊重,歐盟對轉(zhuǎn)基因食品奉行“小心謹(jǐn)慎”的處理原則。在當(dāng)代中國,食品安全事件清晰折射出食品利益相關(guān)者整體道德責(zé)任感的落寞,透視出食品利益相關(guān)者利益至上,道德隱退的尷尬。這不僅對我國消費(fèi)者的身體健康和生命安全造成侵害,而且也危害到我國的經(jīng)濟(jì)、政治和社會發(fā)展。在社會轉(zhuǎn)型的宏闊背景下,消極文化的侵蝕,利益至上觀念的負(fù)面影響,監(jiān)管體系的不完善,誠信體系建設(shè)的滯后,對悖德行為的過度容忍是釀成我國食品安全道德困境的主要原因。在當(dāng)代中國,食品安全道德建設(shè)是實(shí)踐的要求與時(shí)代的呼喚。食品安全本身內(nèi)含對生命價(jià)值的體認(rèn),在食品安全制度創(chuàng)設(shè)及食品安全治理實(shí)踐中,都不可缺少道德的支持,這是食品利益相關(guān)者,特別是食品生產(chǎn)經(jīng)營者和政府應(yīng)該具備的,最起碼的道德認(rèn)知。食品安全既表達(dá)個(gè)體價(jià)值訴求,又承載社會公共利益。保證食品安全,是食品利益相關(guān)者的精神皈依,食品利益相關(guān)者需要在德性的統(tǒng)攝下,在食品供應(yīng)、監(jiān)管、消費(fèi)和傳播中付諸道德行為。在當(dāng)代中國,食品安全道德困境的嚴(yán)峻性,凸顯出食品安全道德建設(shè)的緊迫性。食品安全道德建設(shè)是一項(xiàng)復(fù)雜的系統(tǒng)工程,需要所有食品利益相關(guān)者的共同參與和努力。食品生產(chǎn)經(jīng)營者是食品安全道德建設(shè)的主力軍,政府是食品安全道德建設(shè)的守護(hù)者,消費(fèi)者是食品安全道德建設(shè)的推動(dòng)者,媒體是食品安全道德建設(shè)的無冕之王。食品生產(chǎn)經(jīng)營者、政府、消費(fèi)者和媒體“四位一體”道德建設(shè)合力的形成,能夠有效促進(jìn)食品安全問題的解決和社會主義道德建設(shè)的進(jìn)行。
[Abstract]:Food safety is an important issue of people's livelihood. The Party and the government attach great importance to it and the people are particularly concerned about it. In contemporary China, relying solely on law, supervision and technology can not completely solve the food safety problem. As a moral existence, people need food safety. Food safety ethics refers to the value that food stakeholders (mainly including food producers, operators, governments, consumers and media) should follow in food production, management, supervision, consumption and dissemination. Food safety morality can provide value standpoint for food safety, help food stakeholders to make moral behavior choices in order to achieve food safety and promote human health and happiness. Food Safety Ethics and food safety laws are related to each other, but also different. Food safety ethics is a major auxiliary force in food safety governance. Food safety ethics can promote food stakeholders to food safety ethics. It is helpful to ensure the conscience of food stakeholders. The construction of food safety ethics in contemporary China needs to draw wisdom from the construction of food safety ethics in ancient China. From the political perspective, the people's political outlook of taking food as the heaven, the government's supervision of punishing and maintaining morality, and the industry supervision with the same honor and loss show a strong moral significance. In the United States, scientific and complete laws have become the protective umbrella for the moral generation of food stakeholders, and seamless supervision has made it impossible for those who violate the moral principles to take advantage of them. In Japan, the safety of consumers is the responsibility of government supervision, the trust of consumers is the foundation of enterprises'survival, and the moral education of food safety makes the concept of food safety deeply rooted in people's hearts. In contemporary China, food safety incidents clearly reflect the loneliness of the overall moral responsibility of food stakeholders, the supremacy of the interests of food stakeholders, and the withdrawal of morality. Embarrassment. This not only infringes on the health and safety of our consumers, but also endangers the economic, political and social development of our country. In the broad context of social transformation, the erosion of negative culture, the negative impact of the concept of the supremacy of interests, the imperfection of the regulatory system, the lag of the integrity system, and the violation of moral behavior.
