【摘要】：我國在《反恐怖主義法》中確立不妥協(xié)原則,表達了我國在反恐問題上的堅定立場。但對不妥協(xié)原則的理解不能絕對化、機械化。不能與恐怖分子進行政治交易或者對其無原則的妥協(xié)退讓,并不意味著在任何情況下都要采取絕對的不接觸、不談判、不讓步。在面臨劫持人質(zhì)的恐怖事件時,應(yīng)當(dāng)把人質(zhì)安全作為重要的考量因素;在堅持原則問題不妥協(xié)的同時,應(yīng)當(dāng)隨機應(yīng)變,為人質(zhì)的安全解救做最大程度的努力。
[Abstract]:China has established the principle of intransigence in the Anti-Terrorism Law and expressed its firm stand on the issue of anti-terrorism. But the understanding of the principle of intransigence cannot be absolute and mechanized. The inability to engage in political dealings with terrorists or to compromise with them without principles does not mean that under any circumstances there must be absolute non-contact, no negotiations, no concessions. In the face of hostage-taking terrorist incidents, the hostage safety should be considered as an important factor, while sticking to the principle of intransigence, we should make the best efforts for the safe rescue of hostages.
