【摘要】：正10月底至11月中旬,環(huán)保部為進(jìn)一步督促地方政府及環(huán)境保護(hù)部門落實(shí)環(huán)境監(jiān)管責(zé)任,確保各項(xiàng)環(huán)境執(zhí)法監(jiān)管重點(diǎn)工作順利完成,開(kāi)展一輪全國(guó)性的環(huán)保督察。這次督察活動(dòng)出動(dòng)人員多、涉及地域廣、內(nèi)容明確全面、方式新穎,在筆者看來(lái)是一次機(jī)關(guān)領(lǐng)導(dǎo)干部冬季大練兵活動(dòng),應(yīng)該多措并舉且督且練,把這次督察大練兵搞好,不斷提高機(jī)關(guān)領(lǐng)導(dǎo)干部服務(wù)基層的水平與能力。如何開(kāi)展好此次以機(jī)關(guān)領(lǐng)導(dǎo)干部為主的且督且練兵活動(dòng)?筆者認(rèn)為可從以下幾方面入手。
[Abstract]:From the end of October to the middle of November, the Ministry of Environmental Protection has launched a round of nationwide environmental inspectors to further urge local governments and environmental protection departments to implement their environmental regulatory responsibilities and ensure the smooth completion of the key work of environmental law enforcement and supervision. This activity involves a large number of personnel, involves a wide geographical area, is clear and comprehensive, and has a new style. In the author's view, it is a major military training activity for leading cadres in the organs in winter, and should be carried out simultaneously and supervised and trained in order to do a good job of this large-scale military training by the inspectors. We will continue to improve the level and ability of leading cadres in the organs to serve the grassroots. How to carry out this to the leading cadres of the organs and supervision and training activities? I think we can start from the following aspects.
