【摘要】：網(wǎng)絡(luò)時(shí)代的到來(lái)為我們的生活帶來(lái)了諸多便利，通過(guò)借助網(wǎng)絡(luò)平臺(tái)既可以提高行政立法聽(tīng)證的便捷性，，同時(shí)也可以彌補(bǔ)行政立法聽(tīng)證的些許不足。 行政立法網(wǎng)絡(luò)聽(tīng)證具有聽(tīng)證過(guò)程的公開(kāi)性、公民參與的直接性、聽(tīng)證范圍的廣泛性、官民之間的互動(dòng)性和聽(tīng)證過(guò)程的高效性等特點(diǎn)。聽(tīng)證過(guò)程的公開(kāi)性保證了公眾對(duì)行政立法權(quán)的監(jiān)督與對(duì)信息收集的全面性。聽(tīng)證范圍的廣泛性充分發(fā)揮了行政立法的立法宣傳功能。公民參與的直接性提高了行政立法的民主性和正當(dāng)性。官民之間的互動(dòng)及聽(tīng)證過(guò)程的高效最終會(huì)促使良法的產(chǎn)生。
[Abstract]:The arrival of the network age has brought us a lot of convenience, through the help of the network platform can not only improve the convenience of administrative and legislative hearings, but also can make up for the lack of administrative and legislative hearings. The network hearing of administrative legislation is characterized by the openness of the hearing process, the directness of citizen participation, the extensive scope of the hearing, the interaction between the officials and the people, and the high efficiency of the hearing process. The openness of the hearing process ensures the public supervision of the administrative and legislative power and the comprehensiveness of information collection. The scope of the hearing gives full play to the legislative propaganda function of the administrative legislation. The directness of citizen participation enhances the democracy and legitimacy of administrative legislation. The interaction between the government and the people and the high efficiency of the hearing process will eventually promote the generation of good law.
