【摘要】：通過對(duì)目前主要公益眾籌平臺(tái)及其運(yùn)作的實(shí)證考察,將互聯(lián)網(wǎng)公益眾籌歸類為自助模式、借力模式和混合模式三種類型。三種模式各有利弊,其中借力模式是目前的主流模式�；ヂ�(lián)網(wǎng)公益眾籌在提高公眾對(duì)公益的參與度、公益項(xiàng)目的創(chuàng)新度、公益行業(yè)的透明度和公眾對(duì)公益行業(yè)的信任度方面有著非常明顯的優(yōu)勢(shì),但也面臨著眾多的風(fēng)險(xiǎn)。《慈善法》頒布前,公益眾籌可說是處于野蠻生長(zhǎng)階段�！洞壬品ā奉C布后,公益眾籌目前的若干運(yùn)作模式將受到合法性挑戰(zhàn),甚至某些模式將面臨不得不轉(zhuǎn)型的問題。直面這些風(fēng)險(xiǎn)和挑戰(zhàn),并從監(jiān)管者角度和被監(jiān)管者角度同時(shí)采取有效的應(yīng)對(duì)措施,方能確保新興的公益眾籌走上良性發(fā)展的軌道。
[Abstract]:Based on the empirical investigation of the main public funding platforms and their operation, this paper classifies Internet public funding into three types: self-help mode, borrowing mode and mixed mode. The three models have their advantages and disadvantages, among which the borrowing model is the mainstream mode. Internet crowdfunding has a very obvious advantage in increasing public participation in public welfare, innovation in public welfare projects, transparency in public welfare industries and public trust in public welfare industries. But it also faces many risks. Before the charity law was promulgated, the public funding could be said to be in the stage of barbaric growth. After the promulgation of the charity law, some of the current modes of operation of the charity crowdfunding will be challenged by its legitimacy. Even some models will have to be transformed. Facing these risks and challenges, and taking effective measures from the perspective of both the regulator and the regulated, we can ensure that the emerging public funds are on the right track of development.
