【摘要】：進入新世紀以來，我國突發(fā)公共衛(wèi)生事件頻發(fā)。每一次事件的發(fā)生都給國家和人民的生命健康安全帶來嚴重危害，，并造成巨大的經(jīng)濟損失。目前我國應(yīng)對突發(fā)公共衛(wèi)生事件的主要問題在于信息公開。突發(fā)公共衛(wèi)生事件的信息公開是突發(fā)事件應(yīng)對中一項重要的管理制度，對于提高危機處理效率、有效控制危害程度、減輕社會恐慌有著非常重要的作用。實踐證明，只有及時、準確、全面的公開信息，才是政府應(yīng)對突發(fā)事件的有效保障，同時也是保障公眾知情權(quán)的必然要求。因此如何完善突發(fā)事件中的政府信息公開制度具有重要意義。 本文通過對突發(fā)公共衛(wèi)生事件概念及特點、突發(fā)公共事件中政府信息公開的原則、意義、理論依據(jù)等進行闡述，并從國內(nèi)2起重大突發(fā)公共衛(wèi)生事件案例出發(fā)，對突發(fā)公共事件中信息公開制度的內(nèi)容，現(xiàn)狀及存在的問題進行分析，力求為我國政府在突發(fā)公共事件中信息公開制度的完善提供相應(yīng)意見。
[Abstract]:In the new century, public health emergencies occur frequently in China. The occurrence of each event brings serious harm to the life, health and safety of the country and people, and causes enormous economic losses. At present, the main problem of public health emergencies in China lies in the publicity of information. Public information disclosure of public health emergencies is an important management system in emergency response, which plays an important role in improving the efficiency of crisis management, effectively controlling the degree of harm and alleviating social panic. Practice has proved that only timely, accurate and comprehensive public information is an effective guarantee for the government to deal with emergencies, and it is also an inevitable requirement to protect the public's right to know. Therefore, how to improve the system of government information disclosure in emergencies is of great significance. In this paper, the concept and characteristics of public health emergencies, the principles, significance and theoretical basis of government information disclosure in public emergencies are expounded, and two cases of public health emergencies in China are discussed. This paper analyzes the contents, present situation and existing problems of the information disclosure system in public emergencies, and tries to provide corresponding advice for the improvement of the information disclosure system in the public emergencies.
