Most of the rules of WTO take governmental act as its content and governmental administration action as its object. Therefore, WTO connects with our country's construction of rules of administrative Law. This article analyses relations in seven aspects——that is, WTO and our constitutive system, change in effective pattern of administrative power, open administrative act, the protection of the government towards the legal rights of citizens, legal persons and other organizations, judicial review of the administrative act, innovation in the science of administrative law study, reform of civil service system and so on. Also, the article reveals initially that WTO has influenced the construction of rules of administrative law in China.
