【摘要】：文章通過對現(xiàn)有關于規(guī)范家庭農場發(fā)展的地方法規(guī)的文本進行分析,從家庭農場的主體屬性、農場主的資格準入和家庭農場的資本三個角度展開研究,認為在主體屬性方面,應當將家庭農場界定為家庭合伙;在成員準入方面,應當放開對農場主的資格限制,形成職業(yè)農民的自由準入機制;在家庭農場的資本方面,應當健全涉農資本的評估機制和體制,加大對農場主的保護,使其得以放心進行農業(yè)生產。
[Abstract]:Based on the analysis of the existing local laws and regulations on the development of family farms, this paper studies the main attributes of family farms, the qualification of farmers and the capital of family farms. Family farms should be defined as family partnerships; in terms of access to members, restrictions on the qualifications of farmers should be liberalized to form a mechanism of free access for professional farmers; and in the capital of family farms, The evaluation mechanism and system of agricultural capital should be improved, and farmers should be more protected so that they can carry out agricultural production safely.
