【摘要】：基于四川南充JL區(qū)兩個相鄰試點村落農(nóng)村土地承包經(jīng)營權(quán)流轉(zhuǎn)實踐的案例分析,發(fā)現(xiàn)農(nóng)村土地承包經(jīng)營權(quán)流轉(zhuǎn)中的農(nóng)民利益難以得到有效保護(hù),尤其是政治利益和經(jīng)濟(jì)利益。地方政府亂作為與不作為是農(nóng)村土地承包經(jīng)營權(quán)流轉(zhuǎn)中農(nóng)民利益保護(hù)不力的主要原因之一,其同當(dāng)前政府績效考評缺乏合理性密切相關(guān)。要確保地方政府在農(nóng)村土地承包經(jīng)營權(quán)流轉(zhuǎn)中真正代表農(nóng)民、根植農(nóng)民和服務(wù)農(nóng)民,需要構(gòu)建獨立科學(xué)、多元主體協(xié)同合作、評價指標(biāo)體系多樣化、獎罰行為分明、責(zé)任落實到位的地方政府績效考評體系。
[Abstract]:Based on the case study of the transfer of rural land contractual management rights in two neighboring villages in JL District of Nanchong, Sichuan Province, it is found that the farmers' interests in the transfer of rural land contractual management rights are difficult to be effectively protected, especially in the political and economic interests. The misbehavior and omission of local government is one of the main reasons for the poor protection of farmers' interests in the transfer of rural land contractual management right, which is closely related to the lack of rationality in the current government performance appraisal. In order to ensure that the local government truly represents the farmers in the transfer of the rural land contractual management right, and takes root in the farmers and serves the peasants, it is necessary to build an independent science, cooperate with multiple subjects, diversify the evaluation index system, and clearly reward and punish the farmers. Responsibility for the implementation of the local government performance appraisal system.
