【摘要】：作為一種重要制度設(shè)計,單位制是通過一系列制度建構(gòu)而成為可能的。其中,作為單位體制的"特殊裝置",單位退休制度是按著"解放"和"重建"的邏輯建立起來的,既體現(xiàn)出國家對勞動者的關(guān)懷,也表現(xiàn)了對單位人的組織動員的總體性和覆蓋性。作為"單位人"的職工,在其職業(yè)生涯結(jié)束后,仍然保持"單位身份",單位設(shè)立專門機(jī)構(gòu)對其進(jìn)行管理服務(wù),由此形成了從搖籃到墳?zāi)沟目傮w性覆蓋。改革開放以來,伴隨著單位組織改革進(jìn)程的展開,開啟了退休職工"去單位化"而轉(zhuǎn)入社區(qū)的過程,實現(xiàn)了退休由"國家—單位保障"向"社會保障"的歷史性轉(zhuǎn)換。退休制度的這一重大變革不僅是單位社會走向"終結(jié)"的重要標(biāo)志,同時也深刻地影響到中國社會轉(zhuǎn)型與基層社會治理的基本格局。
[Abstract]:As an important system design, unit system is possible through a series of system construction.Among them, as the "special device" of the unit system, the unit retirement system is established according to the logic of "liberation" and "reconstruction", which embodies the state's concern for the workers.It also shows the totality and coverage of organizational mobilization of unit people.As the employees of "unit person", they still maintain "unit identity" after the end of their career, and the unit sets up a special organization to manage and serve it, thus forming the overall coverage from cradle to grave.Since the reform and opening up, along with the development of organizational reform of the unit, it has opened the process of "de-unitization" of retired workers and transferred to the community, and realized the historic transformation of retirement from "state-unit security" to "social security".This major reform of retirement system is not only an important symbol of the end of the unit society, but also has a profound impact on the basic pattern of social transformation and social governance at the grass-roots level in China.
