【摘要】：黨的十九大開啟了法治建設(shè)的新征程。法治政府的建設(shè)與法治政府倫理觀的發(fā)展有密切的關(guān)系;二者的良性互動,當(dāng)促成政府法治水平與社會倫理及治政倫理水平的提高,從而為新時期法治建設(shè)的全面推進(jìn)提供了新的動力;而二者的非良性互動,則會對雙方的存在、變遷,產(chǎn)生惡劣的影響,乃至造成有害的后果。在建設(shè)中國特色社會主義法治政府進(jìn)程中,必須特別提出倫理思想的創(chuàng)新發(fā)展問題,即,進(jìn)一步大力弘揚、落實宣傳已久的"為人民服務(wù)"的精神;進(jìn)一步大力弘揚、落實業(yè)已宣布的"社會主義核心價值觀",用以指導(dǎo)、考察法治政府的建設(shè)。立德與立法同行、法治與德治并舉,是法治政府倫理抉擇的重要創(chuàng)新。
[Abstract]:19th CPC National Congress of the Party began a new journey of building the rule of law.The construction of the government ruled by law has a close relationship with the development of the ethics view of the government ruled by law, and the benign interaction between the two will promote the improvement of the level of government by law, the level of social ethics and the level of governance ethics.It provides a new motive force for the construction of the rule of law in the new period, and the non-benign interaction between the two will have a bad effect on the existence, change, and even harmful consequences of both sides.In the process of building a socialist government under the rule of law with Chinese characteristics, it is necessary to put forward in particular the question of innovative development of ethical thinking, that is, to further carry forward the spirit of "serving the people", which has long been publicized for a long time, and to further carry forward the idea of "serving the people,"Implement the declared "socialist core values" to guide and investigate the construction of a government ruled by law.It is an important innovation of the ethical choice of the government ruled by law to develop the rule of law and the rule of virtue with the legislation.
