【摘要】：在基層政府"不支持、不反對(duì)"的農(nóng)村土地調(diào)整態(tài)度下,村莊調(diào)地實(shí)踐成為村民自治實(shí)踐,它需要依賴村干部的治理能力和村社信息資源、權(quán)威資源與規(guī)范資源等治理資源。但是村干部自身以及村社治理資源本身也是阻礙土地調(diào)整實(shí)踐的因素,也即它們自身在不能處理公與私的辯證法時(shí),就極有可能援引國(guó)家政策法規(guī)成為土地調(diào)整規(guī)范的破壞者,從而導(dǎo)致人地失衡與自治失序的惡性循環(huán),部分村民的土地調(diào)整訴求得不到有效回應(yīng)。但是,這種訴求卻有可能在基層政府的政策執(zhí)行壓力下對(duì)其產(chǎn)生反制力量,從而使基層政府用行政驅(qū)動(dòng)自治,助力村社內(nèi)部實(shí)現(xiàn)人地均衡。
[Abstract]:Under the attitude of "not supporting and not opposing" the rural land adjustment, the practice of village land transfer becomes the practice of villager autonomy, which needs to rely on the management ability of village cadres, information resources of village community, authoritative resources and standardized resources, and so on.However, the village cadres themselves and the village community governance resources themselves are also the factors hindering the practice of land adjustment. That is, when they cannot deal with public and private dialectics, it is very likely that they will invoke national policies and regulations to become saboteurs of land adjustment norms.This leads to a vicious circle of land imbalance and autonomy disorder, and some villagers' land adjustment demands are not effectively responded to.However, under the pressure of the policy implementation of the grass-roots government, this kind of demand may produce a counterproductive force to it, so that the grass-roots government can use administration to drive autonomy and help the village community to realize the balance between people and land.
