【摘要】：天津市濱海新區(qū)自2010年1月成立,一直致力于法治政府建設(shè)工作。為率先在2020年實(shí)現(xiàn)建成法治政府的目標(biāo),天津市濱海新區(qū)需要設(shè)定一整套完善的法治政府指標(biāo)來(lái)推動(dòng)法治政府建設(shè)工作。本文作者擬在對(duì)天津市濱海新區(qū)法治政府指標(biāo)的概念、特征、價(jià)值和基本原則進(jìn)行理論闡述的基礎(chǔ)上,通過(guò)學(xué)習(xí)借鑒深圳市、湖北省和廣東省等兄弟省市在構(gòu)建法治政府指標(biāo)體系過(guò)程中設(shè)定的具體法治政府指標(biāo)的經(jīng)驗(yàn)和做法,結(jié)合天津市濱海新區(qū)法治政府建設(shè)的實(shí)際情況,論述并設(shè)計(jì)了天津市濱海新區(qū)法治政府指標(biāo)的主要內(nèi)容和基本框架,并對(duì)天津市濱海新區(qū)法治政府指標(biāo)實(shí)施的考核及調(diào)整進(jìn)行了初步探索,希望能夠通過(guò)我的努力,為天津市濱海新區(qū)法治政府指標(biāo)設(shè)定工作提供一定的理論指導(dǎo),從而全面推動(dòng)濱海新區(qū)法治政府建設(shè)邁上新的臺(tái)階。
[Abstract]:Tianjin Binhai New area has been committed to the construction of a government ruled by law since its establishment in January 2010. Tianjin Binhai New area needs to set up a set of perfect indicators of government by law to promote the construction of government by law. On the basis of the theoretical exposition of value and basic principles, this paper draws lessons from the experiences and practices of Shenzhen, Hubei and Guangdong provinces and cities in the process of establishing the index system of the government governed by law. Combined with the actual situation of the construction of the government ruled by law in Tianjin Binhai New District, this paper discusses and designs the main contents and basic framework of the government index of the rule of law in Tianjin Binhai New District. This paper also makes a preliminary exploration on the assessment and adjustment of the implementation of the government by law indicators in Tianjin Binhai New District, hoping that through my efforts, it can provide certain theoretical guidance for the establishment of government indicators for the rule of law in Tianjin Binhai New District. In order to promote the Binhai New area government-by-law construction to a new level.
