長株潭城市群住房公積金管理機(jī)制創(chuàng)新研究

【摘要】:住房公積金制度從1991年開始建立,至今已經(jīng)走過了22個(gè)年頭,在我國住房制度改革和住房保障體系建設(shè)中發(fā)揮了積極作用,對(duì)改善民生、提高城鎮(zhèn)居民居住水平做出了較大貢獻(xiàn)。但隨著改革的深入、所有制成分的變化,當(dāng)初制度設(shè)計(jì)的局限性日益顯現(xiàn),如屬地管理的條塊分割,缺乏全國統(tǒng)一管理的重復(fù)投資,信息不共享,資源不共用,,如此帶來了投入浪費(fèi)以及當(dāng)前日益嚴(yán)重的流動(dòng)性風(fēng)險(xiǎn)。鑒如此,在全國統(tǒng)一管理體制條件尚不成熟的情況下,本文就正在實(shí)施的、局部融合的長株潭城市群兩型社會(huì)建設(shè),就住房公積金管理創(chuàng)新作一初步探討。本文在簡要回顧住房公積金制度演變的基礎(chǔ)上,通過參與、訪談、比較、資料分析相結(jié)合的方法,分析了長株潭城市群住房公積金管理中存在的主要問題及成因,并對(duì)怎樣構(gòu)建適應(yīng)新型環(huán)境下的住房公積金管理制度及運(yùn)行模式提出了創(chuàng)新方向和合理建議。主要措施是設(shè)立三市統(tǒng)一的管理委員會(huì)和監(jiān)督委員會(huì),與中心一起形成決策、監(jiān)督、運(yùn)行三權(quán)分立的機(jī)制;規(guī)范標(biāo)準(zhǔn)化建設(shè),統(tǒng)一標(biāo)識(shí)、政策體系、執(zhí)行標(biāo)準(zhǔn)、機(jī)構(gòu)設(shè)置、人員設(shè)施配備、服務(wù)標(biāo)準(zhǔn)等;用技術(shù)手段、設(shè)計(jì)合理的數(shù)學(xué)模型,預(yù)判資金未來運(yùn)行情況,有效計(jì)量住房公積金流動(dòng)性風(fēng)險(xiǎn);建立歸集新機(jī)制,體現(xiàn)制度的公平性;擴(kuò)大和創(chuàng)新使用方向,提高使用效率,對(duì)于住房消費(fèi),要盡量提供方便,政策越人性化,制度推進(jìn)越容易;推動(dòng)城市群范圍內(nèi)的信息共享,建立異地容災(zāi)、12329服務(wù)熱線、短信平臺(tái)、網(wǎng)上服務(wù)廳等,大幅提升對(duì)外服務(wù)效能。
[Abstract]:The housing provident fund system has been established since 1991, and has gone through 22 years. It has played an active role in the reform of the housing system and the construction of the housing security system in China, and has played an important role in improving the people's livelihood. However, with the deepening of the reform and the change of ownership, the limitations of the original system design have become increasingly apparent, such as the division of territorial management and the lack of repeated investment in the unified management of the whole country. Information is not shared and resources are not shared, which brings investment waste and increasingly serious liquidity risks. In view of this, under the condition that the national unified management system is not mature, this paper is implementing, Based on a brief review of the evolution of housing provident fund system, this paper makes a preliminary discussion on the innovation of housing provident fund management in the construction of a two-type society of Changsha-Zhuzhou-Xiangtan urban agglomeration. This paper analyzes the main problems and causes of housing accumulation fund management in Changsha-Zhuzhou-Xiangtan urban agglomeration. It also puts forward some innovative directions and reasonable suggestions on how to construct the management system and operation mode of housing accumulation fund under the new environment. The main measure is to set up a unified management committee and supervision committee of the three cities and to form a decision together with the center. To supervise and operate the mechanism of separation of powers; to standardize the construction of standardization, unified marking, policy system, execution standards, institutional setup, personnel facilities, service standards, etc.; to design reasonable mathematical models by technical means, To predict the future operation of funds, effectively measure the liquidity risk of housing provident funds, establish a new mechanism to reflect the fairness of the system, expand and innovate the direction of use, improve the efficiency of use, and provide convenience for housing consumption as far as possible. The more humanized the policy, the easier the system is to advance; to promote the information sharing within the urban agglomeration, to establish 12329 service hotline, short message platform, online service office, and so on, so as to greatly enhance the external service efficiency.
