【摘要】：技術(shù)移民法的核心制度主要由技術(shù)移民政策、技術(shù)移民主管部門、技術(shù)移民的評估、技術(shù)移民的權(quán)利與義務(wù),以及技術(shù)移民的相關(guān)法律制度組成。我國應(yīng)當(dāng)穩(wěn)步堅持并完善"以我為主、按需引進、突出重點、講求實效"的技術(shù)移民總政策,以構(gòu)筑我國好客的新型移民國家的完整制度為總方向,不以大規(guī)模使用"國籍"與"永久居留權(quán)"作為吸引國際技術(shù)移民的手段,而是以歡迎并善待遠(yuǎn)方來的客人為總態(tài)度,努力在國家需要的崗位上創(chuàng)設(shè)有國際競爭力的吸引國際人才的局部環(huán)境,通過編制引進國外人才的職業(yè)(專業(yè))名錄這種現(xiàn)代"招賢榜"的方式為我國建立和完善技術(shù)移民評估制度提供基礎(chǔ),加強使用法律法規(guī)對技術(shù)移民的權(quán)利與義務(wù)進行規(guī)定,適時開展對雙重國籍問題的研究,完善驅(qū)逐出境的規(guī)定,盡快制定我國的技術(shù)移民法,努力為我國的社會經(jīng)濟發(fā)展?fàn)幦「佑欣膰庵橇Y源。
[Abstract]:The core system of the skilled migration law is mainly composed of the skilled migration policy, the competent department of skilled migration, the evaluation of skilled migrants, the rights and obligations of skilled migrants, China should steadily adhere to and improve the general policy of "we should give priority to ourselves, introduce as needed, highlight the key points, and strive for practical results". Taking the construction of a complete system of a new type of immigrant country with hospitality in our country as the general direction, not using "nationality" and "permanent right of abode" on a large scale as a means to attract international skilled migrants, but taking welcoming and treating guests from afar as the overall attitude. Striving to create an internationally competitive local environment for attracting international talent in positions that the country needs, By compiling the professional (professional) list of imported talents, which is a modern "talent list", it provides a basis for China to establish and improve the evaluation system of skilled migrants, and strengthen the use of laws and regulations to regulate the rights and obligations of skilled migrants. The study on dual nationality should be carried out at the right time, the regulations of expulsion should be perfected, the law of skilled immigration should be formulated as soon as possible, and more favorable foreign intellectual resources should be obtained for the social and economic development of our country.
