【摘要】：近年來(lái),隨著中國(guó)經(jīng)濟(jì)的發(fā)展,城市化水平的提高,城市人口規(guī)模不斷增加。為了滿足城市居民的生活需要,提高居民的生活質(zhì)量,需要修建一些公共設(shè)施。在修建公共設(shè)施的過(guò)程中,會(huì)有受公眾喜歡的設(shè)施,也有不受歡迎的設(shè)施。比如:垃圾場(chǎng)、火葬場(chǎng)、殯儀館等,對(duì)于上述的設(shè)施,居民都不愿意把它建在自家的后院。如果政府處理不當(dāng),就會(huì)引起居民的不滿,從而產(chǎn)生鄰避困境。目前來(lái)說(shuō),我國(guó)政府在處理鄰避困境時(shí)面臨著巨大的壓力,對(duì)政府的執(zhí)政能力提出了嚴(yán)峻的考驗(yàn)。地方政府在修建公共設(shè)施時(shí),采用"決定-宣布-辯護(hù)"的傳統(tǒng)思路。在鄰避設(shè)施決定和修建的過(guò)程中,沒(méi)有很好的與居民溝通,公眾參與沒(méi)有很好的落實(shí),再者在信息公開(kāi)方面也存在一定的欠缺。這就超出居民的心理預(yù)期,造成居民的不滿,如果政府采取的方式不對(duì),很容易產(chǎn)生鄰避沖突,造成鄰避困境。以往政府把鄰避困境產(chǎn)生的原因簡(jiǎn)單地看成居民一種情緒的宣泄,是居民自私自利造成的,這種思維是不正確的。鄰避困境的產(chǎn)生是多方面的原因造成的,政府的措施不當(dāng)也是鄰避困境產(chǎn)生的原因之一,因此,政府要承擔(dān)起自己的責(zé)任,在今后遇到鄰避困境時(shí),要妥善處理。本文在總結(jié)研究學(xué)者成果的基礎(chǔ)上,分析目前我國(guó)政府在處理鄰避困境的現(xiàn)狀,并且借鑒國(guó)外的經(jīng)驗(yàn),提出自己的一些見(jiàn)解。文章大體分為四個(gè)部分,結(jié)構(gòu)如下:第一部分分析鄰避困境的背景,以及對(duì)鄰避困境、鄰避情結(jié)、鄰避設(shè)施、鄰避沖突相關(guān)概念進(jìn)行闡述第二部分分析我國(guó)政府目前在處理鄰避困境中乏力的現(xiàn)狀以及分析我國(guó)政府在處理鄰避困境中乏力的原因第三部分簡(jiǎn)單介紹美國(guó)、日本、德國(guó)在處理鄰避困境中采取的策略以及從中得到的啟示第四部分在總結(jié)前三部分的基礎(chǔ)上,提出自己的一些建議,包括:信息公開(kāi)、公眾參與、補(bǔ)償三個(gè)方面。
[Abstract]:In recent years, with the development of China's economy and the improvement of the level of urbanization, the scale of urban population has been increasing. In order to meet the needs of urban residents and improve their quality of life, Some public facilities need to be built. In the process of building public facilities, there will be facilities that are popular with the public as well as facilities that are not popular. For example, garbage dumps, crematoria, funeral parlours, etc., for these facilities, Residents do not want to build it in their own backyard. If the government does not handle it properly, it will cause dissatisfaction among the residents and thus create difficulties avoidance. At present, our government is facing great pressure in dealing with neighbor avoidance. The local government has adopted the traditional idea of "decision-proclamation-defense" in the construction of public facilities. In the process of deciding and constructing the adjacent facilities, local governments have not communicated well with the residents. Public participation is not well implemented, and there are certain deficiencies in the disclosure of information. This exceeds the psychological expectations of the residents and results in discontent among the residents. If the government adopts the wrong approach, it is easy to avoid conflicts between neighbors. In the past, the government simply regarded the reasons of neighbor avoidance as the catharsis of a kind of emotion of the residents, which was caused by the residents' selfishness. This thinking is incorrect. The emergence of neighbor avoiding difficulties is caused by a variety of reasons. The improper measures of the government are also one of the reasons for the neighbor to avoid difficulties. Therefore, the government should take up its own responsibility and deal with it properly in the future. The article is divided into four parts: the first part analyzes the background of neighbor avoiding difficulties, and analyzes the background of neighbor avoiding difficulties. Neighborhood avoidance complex, neighbor avoidance facility, The second part analyzes the current situation of our government's weakness in dealing with the adjoining difficulties and the reasons why our government is weak in dealing with the adjoining difficulties.
