【摘要】：生產(chǎn)安全事故領(lǐng)域中的理性問(wèn)責(zé)狀況如何?基于工具理性和價(jià)值理性的視角,借助于對(duì)2004-2015年41個(gè)特大生產(chǎn)安全事故調(diào)查報(bào)告的分析,運(yùn)用"理性問(wèn)責(zé)"模型檢驗(yàn)了問(wèn)責(zé)對(duì)象的層級(jí)、責(zé)任結(jié)構(gòu)、管理關(guān)系、問(wèn)責(zé)事由對(duì)問(wèn)責(zé)結(jié)果的影響和媒體關(guān)注度對(duì)行政問(wèn)責(zé)人數(shù)、行政問(wèn)責(zé)人員中副廳局級(jí)以上干部人數(shù)的影響。研究發(fā)現(xiàn),問(wèn)責(zé)對(duì)象的層級(jí)與問(wèn)責(zé)結(jié)果之間呈負(fù)相關(guān)關(guān)系,責(zé)任結(jié)構(gòu)、管理關(guān)系、問(wèn)責(zé)事由對(duì)問(wèn)責(zé)結(jié)果的影響較弱;媒體關(guān)注度對(duì)行政問(wèn)責(zé)人數(shù)和行政問(wèn)責(zé)人員中副廳局級(jí)以上干部人數(shù)的影響較大。這一發(fā)現(xiàn)表明,在生產(chǎn)安全事故中的問(wèn)責(zé)公平性有待提升。在生產(chǎn)安全事故中實(shí)現(xiàn)理性問(wèn)責(zé)需要在權(quán)與責(zé)、過(guò)與責(zé)對(duì)稱性上繼續(xù)進(jìn)步。
[Abstract]:What is the status of rational accountability in the field of production safety accidents? Based on the perspective of instrumental rationality and value rationality, by analyzing the investigation reports of 41 major production safety accidents from 2004 to 2015, this paper tests the hierarchy, responsibility structure and management relationship of accountability objects by using the "rational accountability" model. The impact of accountability factors on accountability results and the influence of media attention on the number of administrative accountability personnel and the number of cadres at or above the level of deputy offices and bureaus among administrative accountability personnel. The study found that there was a negative correlation between the level of accountability objects and the results of accountability. The impact of responsibility structure, management relations and accountability factors on accountability outcomes is weak; media attention has a greater impact on the number of administrative accountability personnel and the number of cadres at or above the deputy office level among administrative accountability personnel. This finding indicates that, The fairness of accountability in production safety accidents needs to be improved. In order to realize rational accountability in production safety accidents, it is necessary to continue to make progress in terms of power and responsibility, excess and responsibility symmetry.
