【摘要】：土地"三權(quán)分置"深刻影響著農(nóng)村治理。土地"三權(quán)分置"包含承包權(quán)確權(quán)、經(jīng)營權(quán)配置和所有權(quán)實現(xiàn)。"三權(quán)分置"帶來的農(nóng)村治理環(huán)境變化包括治理基礎(chǔ)的市場化、治理邊界的開放化、治理過程的契約化;其帶來的農(nóng)村治理主體變化有集體組織的治理功能強化、集體成員各階層參與治理的程度分化、非集體成員參與治理的作用加強;其帶來的治理機制變化有權(quán)力格局開放化和決策程序民主化。
[Abstract]:Land "three rights separation" has a profound impact on rural governance. Land "three rights separation" includes the right to confirm contract, the allocation of management right and the realization of ownership. The change of rural governance environment brought by "three rights separation" includes the marketization of governance foundation. The main changes of rural governance include the strengthening of the governance function of collective organizations, the degree differentiation of collective members' participation in governance, and the strengthening of non-collective members' participation in governance. The change of governance mechanism brought about by it includes the opening of power pattern and the democratization of decision-making process.
