【摘要】：正大家應(yīng)該很同意我的觀察,在短短的兩三年之內(nèi),中國有關(guān)PPP的系統(tǒng)性的政策、實踐,包括立法等,都取得了卓有成就的發(fā)展,在這些重要的領(lǐng)域,大家共識也正在形成和發(fā)展。我觀察到,中國P P P立法政策關(guān)注和處理了許多核心的問題,關(guān)于PPP采購的問題也得到處理,這包括采購法、采購條例等,以及專門規(guī)范性文件,也處理了PPP采購的問題。這說明P P P與采購的關(guān)系非常的密切,也正如剛才于教授所觀察到的,PPP是一個包容于、附屬于公共保障法框架內(nèi)的,或者我們直接用歐盟字面文義來理
[Abstract]:We should agree with my observation that, in a short period of two to three years, China's systematic policy, practice, including legislation, on PPP has made great achievements in these important areas. The consensus is also being formed and developed. I have observed that China's PPP legislation and policy have paid attention to and dealt with many core issues, as well as the issue of PPP procurement, including the procurement law. Procurement regulations, as well as specialized normative documents, also deal with the issue of PPP procurement. This shows that the relationship between PPP and procurement is very close, and just as Professor Yu observed. The PPP is one that is contained, attached to the framework of public security laws, or we use the literal meaning of the European Union directly.
