【摘要】： 黨的十五屆五中全會(huì)正式提出建設(shè)社會(huì)主義新農(nóng)村,“十一五”發(fā)展規(guī)劃確立了建設(shè)社會(huì)主義新農(nóng)村的戰(zhàn)略目標(biāo)。而建設(shè)社會(huì)主義新農(nóng)村就必須發(fā)展農(nóng)村產(chǎn)業(yè),而發(fā)展農(nóng)村產(chǎn)業(yè)就必須發(fā)展農(nóng)村優(yōu)勢(shì)產(chǎn)業(yè)。所以根據(jù)青島市沿海農(nóng)村當(dāng)前的發(fā)展和改革特點(diǎn),青島市沿海農(nóng)村的資源稟賦和自然優(yōu)勢(shì),思考、探索、規(guī)范和建立青島市沿海農(nóng)村產(chǎn)業(yè)發(fā)展模式就成為青島市沿海農(nóng)村的工作重點(diǎn)。 本文的研究結(jié)構(gòu)具體如下:第一章,導(dǎo)論。主要介紹了文章的研究背景、研究目的和意義以及國(guó)內(nèi)外研究動(dòng)態(tài)。此外還介紹了本文所采用的研究方法,其中包括:SWOT分析法、區(qū)位商分析法、定性與定量分析法、規(guī)范分析法。最后,指出本文可能的創(chuàng)新點(diǎn)。第二章,青島市沿海農(nóng)村產(chǎn)業(yè)發(fā)展的現(xiàn)狀與存在的問(wèn)題。本章主要分析了青島市沿海農(nóng)村產(chǎn)業(yè)發(fā)展的現(xiàn)狀,進(jìn)而提出存在的問(wèn)題,本章的主要目的是為以后章節(jié)的構(gòu)建發(fā)展模式和提出政策建議做鋪墊。第三章,青島市沿海農(nóng)村區(qū)域優(yōu)勢(shì)產(chǎn)業(yè)的選擇以及SWOT分析。本章首先運(yùn)用區(qū)位商法對(duì)農(nóng)、林、牧、漁進(jìn)行分析,最終以數(shù)據(jù)的形式確定海水養(yǎng)殖業(yè)業(yè)為青島市沿海農(nóng)村的優(yōu)勢(shì)產(chǎn)業(yè),進(jìn)而運(yùn)用SWOT分析法對(duì)已經(jīng)確定的優(yōu)勢(shì)產(chǎn)業(yè)進(jìn)行優(yōu)劣勢(shì)分析,最終從定量與定性的兩個(gè)角度確定海水養(yǎng)殖業(yè)業(yè)就是青島市沿海農(nóng)村的優(yōu)勢(shì)產(chǎn)業(yè),可以圍繞海水養(yǎng)殖業(yè)進(jìn)行產(chǎn)業(yè)化發(fā)展。第四章,青島市沿海農(nóng)村產(chǎn)業(yè)開(kāi)發(fā)模式構(gòu)建及其運(yùn)行機(jī)制。本章首先介紹了青島市沿海農(nóng)村產(chǎn)業(yè)開(kāi)發(fā)模式構(gòu)建的思路與遵循的原則,自此基礎(chǔ)上結(jié)合青島市沿海農(nóng)村的現(xiàn)狀,針對(duì)各個(gè)產(chǎn)業(yè)發(fā)展的情況和一、二、三產(chǎn)業(yè)整體發(fā)展現(xiàn)狀,提出產(chǎn)業(yè)開(kāi)發(fā)模式為:海水養(yǎng)殖業(yè)主導(dǎo)型沿海農(nóng)村產(chǎn)業(yè)開(kāi)發(fā)模式、海水養(yǎng)殖業(yè)特色產(chǎn)品開(kāi)發(fā)型沿海農(nóng)村產(chǎn)業(yè)開(kāi)發(fā)模式、休閑旅游以及生態(tài)旅游依托型沿海農(nóng)村產(chǎn)業(yè)開(kāi)發(fā)模式。最后根據(jù)發(fā)展的需要提出了產(chǎn)業(yè)開(kāi)發(fā)模式的運(yùn)行機(jī)制。第五章,青島市沿海農(nóng)村產(chǎn)業(yè)發(fā)展政策建議。本章在上述幾章的基礎(chǔ)上,提出了各個(gè)產(chǎn)業(yè)以及整體產(chǎn)業(yè)的發(fā)展政策建議,以保證產(chǎn)業(yè)開(kāi)發(fā)模式的正常運(yùn)行,保證青島市沿海農(nóng)村產(chǎn)業(yè)的穩(wěn)定持續(xù)發(fā)展。
[Abstract]:The Fifth Plenary session of the 15th CPC Central Committee formally proposed the construction of a new socialist countryside, and the 11th Five-Year Plan established the strategic goal of building a new socialist countryside. To build a new socialist countryside, we must develop rural industries, and develop rural industries. Therefore, according to the current development and reform characteristics of the coastal rural areas of Qingdao, the natural advantages and natural endowment of the coastal rural areas of Qingdao City, thinking and exploring, Standardization and establishment of Qingdao coastal rural industrial development model has become the focus of Qingdao coastal rural work. The research structure of this paper is as follows: chapter one, introduction. This paper mainly introduces the research background, research purpose and significance, as well as the domestic and foreign research trends. In addition, this paper also introduces the research methods used in this paper, including: SWOT analysis, location quotient analysis, qualitative and quantitative analysis, normative analysis. Finally, the possible innovations of this paper are pointed out. The second chapter, Qingdao coastal rural industrial development status and existing problems. This chapter mainly analyzes the current situation of Qingdao coastal rural industrial development, and then puts forward the existing problems. The main purpose of this chapter is to lay the groundwork for the later chapters to build the development model and put forward policy recommendations. The third chapter, Qingdao coastal rural area advantage industry choice and SWOT analysis. This chapter first uses the location quotient law to carry on the analysis to the agriculture, the forest, the animal husbandry, the fishery, finally determines the mariculture industry as the Qingdao coastal countryside superiority industry by the data form, Then we use SWOT analysis method to analyze the advantages and disadvantages of the established superior industries, and finally determine that the mariculture industry is the dominant industry in the coastal rural areas of Qingdao from the two angles of quantitative and qualitative analysis. The industrialization development can be carried out around the mariculture industry. The fourth chapter, Qingdao coastal rural industrial development model construction and operation mechanism. This chapter first introduces the ideas and principles of the construction of the industrial development model of Qingdao coastal rural areas. On the basis of this, combining with the present situation of Qingdao coastal rural areas, aiming at the development of various industries and the overall development of the first, second and third industries, this chapter aims at the overall development of the first, second and third industries. The industrial development models are as follows: mariculture leading coastal rural industrial development model, mariculture characteristic product development coastal rural industrial development model, leisure tourism and ecological tourism relying on coastal rural industrial development model. Finally, according to the need of development, the operating mechanism of industrial development model is put forward. Chapter V, Qingdao coastal rural industrial development policy recommendations. On the basis of the above chapters, this chapter puts forward the policy suggestions for the development of each industry and the whole industry, so as to ensure the normal operation of the industrial development model and the steady and sustainable development of the coastal rural industry in Qingdao.
