【摘要】： 隨著經(jīng)濟發(fā)展,城市化已不再僅僅停留在已有人口向城市轉移的意義上,而進入到了突出城市功能的城市化階段,這既是城市自身發(fā)展的需要,同時也是區(qū)域城市化演化的要求。傳統(tǒng)城市化的著眼點在于城市,區(qū)域城市化的著眼點則在于區(qū)域。 都市圈是區(qū)域城市化發(fā)展到某一階段時,城市由單極發(fā)展轉為群體共生發(fā)展的城市空間結構模式。從我國西北地區(qū)尤其是甘肅省的現(xiàn)狀看,相當大的范圍內沒有一定規(guī)模的城市,城市太小、城市太少,城市功能太弱,以大城市為中心的不同層次、不同規(guī)模的城市網(wǎng)絡系統(tǒng)遠未形成。從構建都市圈的要求出發(fā),不僅需要提高中心城市的聚集和輻射效應,而且還要求次中心城市的經(jīng)濟功能不斷增強。 本文立足于區(qū)域城市化視角對白銀城市經(jīng)濟功能問題進行研究。首先,在闡述區(qū)域城市化相關理論的基礎上,分析了影響區(qū)域城市化的一系列因素。通過對國內外若干典型地區(qū)都市圈模式的分析比較,總結了都市圈發(fā)展的經(jīng)驗和啟示。其次,以蘭州都市圈為空間基礎,利用區(qū)位商法,分析評價了白銀在蘭州都市圈中的區(qū)位優(yōu)勢。認為白銀的城市規(guī)模和比較優(yōu)勢決定了其城市經(jīng)濟功能應以生產(chǎn)功能為主。第三,利用偏離份額分析法,分析了白銀城市三次產(chǎn)業(yè)各自的結構及其競爭力,結合城市本身產(chǎn)業(yè)功能提升以及蘭州都市圈發(fā)展的要求,提出了白銀產(chǎn)業(yè)轉型的基本思路。最后,針對目前蘭州都市圈發(fā)展的現(xiàn)狀,探討了政府在實現(xiàn)區(qū)域協(xié)調和推動都市圈發(fā)展中應有的作用。
[Abstract]:With the development of economy, the urbanization is not only in the sense that the population has been transferred to the city, but also has entered the stage of urbanization, which is the need of the development of the city itself. At the same time, it is also the requirement of regional urbanization evolution. The traditional urbanization focuses on the city, and the regional urbanization focuses on the region. Metropolitan area is a pattern of urban spatial structure which changes from unipolar development to group symbiotic development when regional urbanization develops to a certain stage. Judging from the present situation in Northwest China, especially in Gansu Province, there are no cities of a certain scale in a considerable scope, cities are too small, cities are too few, cities are too weak, and the different levels of cities are centered on large cities. Different scale of urban network system is far from being formed. According to the requirement of constructing metropolitan area, it is necessary not only to improve the aggregation and radiation effect of central city, but also to enhance the economic function of sub-central city. Based on the perspective of regional urbanization, this paper studies the economic function of silver city. Firstly, based on the theory of regional urbanization, a series of factors affecting regional urbanization are analyzed. Through the analysis and comparison of some typical regional metropolitan patterns at home and abroad, this paper summarizes the experience and enlightenment of the development of metropolitan area. Secondly, based on the spatial basis of Lanzhou Metropolitan area, this paper analyzes and evaluates the location advantage of Silver in Lanzhou Metropolitan area by using location quotient method. It is concluded that the urban economic function of silver should be dominated by its production function because of its city scale and comparative advantage. Thirdly, the paper analyzes the structure and competitiveness of the three industries of silver city by using the method of deviation share analysis, and puts forward the basic ideas of the transformation of silver industry in combination with the upgrading of the industrial function of the city itself and the requirements of the development of Lanzhou metropolitan area. Finally, according to the present situation of the development of Lanzhou metropolitan area, this paper discusses the role that the government should play in realizing regional coordination and promoting the development of the metropolitan area.
