【摘要】：正黨的十八屆四中全會審議通過的《中共中央關于全面推進依法治國若干重大問題的決定》提出:"明確地方立法權限和范圍,依法賦予設區(qū)的市地方立法權。"根據(jù)四中全會精神,2015年3月15日,十二屆全國人大三次會議審議修改了《中華人民共和國立法法》。根據(jù)修改后的《立法法》,制定地方性法規(guī)的權力已下放到"設區(qū)的市"。過去只有省會城市和國務院批準的較大的市及經(jīng)濟特區(qū)所在市共49個市擁有地方立法權,現(xiàn)在全國282個設區(qū)的市都有地方立法權。從世界范圍看,人口超過百萬的城
