【摘要】：正 3月11日上午,全國人大常委會法制工作委員會副主任喬曉陽、胡康生在九屆全國人大三次會議舉行的記者招待會上,就全國人大及其常委會的立法工作回答了中外記者的提問。中央電視臺記者:據(jù)報道,從1979年到現(xiàn)在,我國已經(jīng)制定了300多件法律以及與法律有關(guān)問題的決定,為什么到這次代表大會才制定規(guī)范立法活動本身的立法法,是否可以說中國這20多年來的立法活動是在沒有法律規(guī)范的情況下進(jìn)行的?喬曉陽:并不是在制定立法法之前我國的立法活動完全處在沒有規(guī)范的狀態(tài)。我國的憲法和有關(guān)法律,如全國人大組織法、全國人大及其常委會的兩個議事規(guī)則、地方人大和地方政府組織法,其中對立法權(quán)限、立法程序、立法的備案
