【摘要】： 三江平原濕地是世界重要濕地資源之一,此類濕地的保護(hù)列入研究的重要日程。但是目前濕地保護(hù)和利用還存在很多問題,本文就是從法律的角度來探討解決問題的方法。作者在學(xué)習(xí)借鑒了近年來國內(nèi)外濕地保護(hù)立法方面的研究成果,在準(zhǔn)確闡述濕地基本理論的基礎(chǔ)上,分析了三江平原濕地開發(fā)利用過程中法律保護(hù)的狀況。并且從三江平原濕地保護(hù)法律機(jī)制中存在的問題入手,就濕地立法的價(jià)值取向、濕地保護(hù)管理機(jī)構(gòu)設(shè)立、合理利用和保護(hù)濕地等法律制度方面提出了完善三江平原濕地法律保護(hù)構(gòu)想。筆者以堅(jiān)定的毅志力和刻苦鉆研的精神作出的研究成果希望能為三江平原濕地保護(hù)提供一個(gè)好的方法,同時(shí)也能為推進(jìn)三江平原生態(tài)環(huán)境建設(shè)和經(jīng)濟(jì)資源可持續(xù)發(fā)展貢獻(xiàn)綿薄之力!
[Abstract]:The wetland in Sanjiang Plain is one of the most important wetland resources in the world. However, there are still many problems in wetland protection and utilization. On the basis of studying and drawing lessons from the domestic and foreign wetland protection legislation in recent years, and on the basis of elaborating the basic theory of wetland accurately, the author analyzes the situation of legal protection in the process of wetland development and utilization in Sanjiang Plain. And starting with the problems existing in the legal mechanism of wetland protection in Sanjiang Plain, the value orientation of wetland legislation and the establishment of wetland protection management organization are discussed. In the aspect of reasonable utilization and protection of wetland, this paper puts forward the idea of perfecting the legal protection of wetland in Sanjiang Plain. The research results made by the author with firm determination and hard work hope to provide a good method for wetland protection in Sanjiang Plain. At the same time, it can also contribute to the construction of ecological environment and the sustainable development of economic resources in Sanjiang Plain.
