【摘要】：可再生能源配額制作為推動(dòng)可再生能源發(fā)展的主要制度選擇,在英美等國(guó)獲得普通認(rèn)同和法律確認(rèn)。我國(guó)2005年頒布的《可再生能源法》采用德國(guó)式強(qiáng)制上網(wǎng)與固定電價(jià)制度來(lái)推動(dòng)可再生能源的發(fā)展。經(jīng)過(guò)幾年的發(fā)展,我國(guó)可再生能源開(kāi)發(fā)利用無(wú)論在數(shù)量還是類(lèi)型上都取得極大進(jìn)展。但不可否認(rèn),可再生能源仍然面臨許多發(fā)展的瓶頸和障礙。建立并利用可再生能源配額制以進(jìn)一步推動(dòng)可再生能源的發(fā)展,已經(jīng)成為當(dāng)務(wù)之急。我國(guó)可再生能源配額制的制度建構(gòu),應(yīng)當(dāng)根據(jù)我國(guó)可再生能源發(fā)展現(xiàn)狀、電力體制改革的現(xiàn)狀、國(guó)家對(duì)電力市場(chǎng)的監(jiān)管水平、與現(xiàn)有制度的銜接并借鑒吸收其他國(guó)家的配額制經(jīng)驗(yàn)等進(jìn)行。
[Abstract]:Renewable energy quota system as the main institutional choice to promote the development of renewable energy, In the United States and the United States and other countries to obtain general recognition and legal confirmation. China's 2005 "Renewable Energy Law" adopted the German compulsory Internet access and fixed electricity pricing system to promote the development of renewable energy. After several years of development, Great progress has been made in the development and utilization of renewable energy in China, both in terms of quantity and type. Renewable energy still faces many bottlenecks and obstacles. It is urgent to establish and utilize renewable energy quota system to further promote the development of renewable energy. It should be carried out according to the current situation of renewable energy development in China, the current situation of electric power system reform, the level of state supervision over the electricity market, the link with the existing system and the drawing lessons from the quota system of other countries.
