【摘要】：城市生活垃圾排放量隨著城市人口的不斷增加逐年增多,城市的有限土地面積隨著垃圾處理量的增加不斷減少,垃圾問(wèn)題對(duì)環(huán)境造成的危害隨著其對(duì)土地的侵蝕不斷加重。近年來(lái),環(huán)境保護(hù)已經(jīng)成為社會(huì)普遍關(guān)注的熱點(diǎn)問(wèn)題,而其中垃圾分類(lèi)這一話題更是頻頻被提及,城市居民開(kāi)始在生存之外更關(guān)注生活質(zhì)量,這引起了多個(gè)學(xué)科、各個(gè)領(lǐng)域的眾多學(xué)者關(guān)注。廣州市是國(guó)內(nèi)大陸地區(qū)首個(gè)對(duì)垃圾分類(lèi)治理進(jìn)行地方立法的城市,并為此研究出了六種分行政區(qū)試驗(yàn)的“廣州模式”。在內(nèi)地沒(méi)有任何可借鑒經(jīng)驗(yàn)的背景下,研究廣州市推進(jìn)垃圾分類(lèi)治理工作的進(jìn)程,不僅有利于理清政府應(yīng)在垃圾分類(lèi)治理的公共服務(wù)提供中所處的定位,理順政府與各社會(huì)組織在垃圾分類(lèi)治理中可能存在的合作,而且為內(nèi)地其他城市甚至為將來(lái)農(nóng)村開(kāi)展相關(guān)工作提供方向上的指引。垃圾分類(lèi)治理工程不能僅依靠政府的投入,每個(gè)公民分類(lèi)意識(shí)的提高、分類(lèi)活動(dòng)的參與才是癥結(jié)。具體而言,本文的論述分為四個(gè)部分。首先是對(duì)城市生活垃圾的概念及可能混淆的概念進(jìn)行闡述。其次是對(duì)收集到的廣州城市生活垃圾分類(lèi)治理的立法及實(shí)踐創(chuàng)新現(xiàn)狀進(jìn)行分析,同時(shí)介紹美國(guó)和日本垃圾分類(lèi)治理的模式,對(duì)比得出廣州市在垃圾分類(lèi)治理領(lǐng)域值得借鑒的部分,以及可以選擇性拋棄的部分。最后結(jié)合廣州市的現(xiàn)狀與域外經(jīng)驗(yàn)的借鑒價(jià)值,提出要對(duì)垃圾分類(lèi)問(wèn)題進(jìn)行立法,以及建議政府可以通過(guò)公共服務(wù)外包的模式對(duì)垃圾分類(lèi)實(shí)現(xiàn)更高效的治理,同時(shí)充分發(fā)揮社區(qū)優(yōu)勢(shì)引導(dǎo)公眾參與,且不能忽視對(duì)公眾垃圾分類(lèi)意識(shí)的培養(yǎng),促進(jìn)廣州市生活垃圾分類(lèi)治理的優(yōu)化。
[Abstract]:With the increasing of the urban population, the amount of municipal solid waste emission increases year by year, and the limited land area of the city decreases with the increase of the amount of garbage disposal. In recent years, environmental protection has become a hot issue of social concern, and the topic of garbage classification has been mentioned frequently. Urban residents are beginning to pay more attention to the quality of life beyond their survival, which has aroused the concern of many scholars in various fields. Guangzhou is the first city in mainland China to legislate on the classification of garbage. For this reason, we have studied the "Guangzhou Model" of six kinds of sub-administrative region trials. Under the background that there is no experience to learn from the mainland, we have studied the process of promoting the classification and treatment of garbage in Guangzhou. It is not only helpful to clarify the position of the government in the provision of public services for classified treatment of garbage, but also to rationalize the possible cooperation between the government and various social organizations in the management of classified waste. In addition, it provides guidance for other cities in the mainland and even for rural areas to carry out related work in the future. Garbage separation and treatment projects cannot rely on government input alone, and each citizen's awareness of classification can be improved. Participation in classified activities is the crux of the matter. Specifically, This paper is divided into four parts. First, the concept of municipal solid waste and the concept of possible confusion are expounded. Secondly, the current situation of legislation and practice innovation of classified treatment of Guangzhou municipal solid waste is analyzed. At the same time, this paper introduces the model of classified treatment of garbage in USA and Japan, and compares the parts that Guangzhou can use for reference in the field of classified treatment of garbage, as well as the parts that can be discarded selectively. Finally, combining with the present situation of Guangzhou and the reference value of overseas experience, It also suggests that the government can achieve more efficient management of garbage classification through the mode of public service outsourcing, and at the same time give full play to the advantages of the community to guide public participation. And we can not ignore the cultivation of public garbage classification consciousness and promote the optimization of municipal solid waste classification and management.
