    前言：價值理念是環(huán)境資源法學的核心理論問題,而立法目的是立法者對環(huán)境資源法所要追求的價值的最直接、最明確的表達。環(huán)境資源法立法目的的差異實質上是價值理念不同的表現(xiàn)。因此,將環(huán)境資源作為一個整體對待的環(huán)境資源法,其真正目的應該是保持生態(tài)系統(tǒng)整體的價值,而不是保護這一整體中某一部分的價值。
    The idea of value is the core theatrical issue for environmental and resources law, and the aim of legislation is the most direct and clearest expression of values of environmental and resources law that the legislators are pursuing.The substantial differences of the aim of legislation are the diverse manifest of idea of value.So, the real aim of Environmental and Resources Law that treats the environment and resources as an integer is to hold the value of the whole ecosystem but not the part of it.
