【摘要】： 黃宗羲是明末清初偉大的啟蒙思想家,他在政治、經(jīng)濟、文化領域都取得了卓著的成就。黃宗羲經(jīng)濟立法思想中最為輝煌的部分就是他的農工商皆本理念,在這一理念的指導下他又進一步據(jù)當時土地兼并激烈的狀況提出了恢復“井田”的主張;針對賦稅繁重的現(xiàn)實提出了“止稅田土”、“所稅即說出”、“劃分土地等第”的主張;針對貨幣領域“銀力已竭”的社會現(xiàn)狀提出了“廢金銀”,行“錢法”、“鈔法”的主張。黃宗羲的經(jīng)濟立法思想對當今農村稅費改革有著莫大的警示作用。
[Abstract]:Huang Zongxi is a great enlightenment thinker in the late Ming and early Qing dynasties. He has made remarkable achievements in politics, economy and culture. The most brilliant part of Huang Zongxi's thought of economic legislation is his idea of agriculture, industry and commerce. Under the guidance of this idea, he further puts forward the idea of restoring "well field" according to the fierce situation of land merger at that time. In view of the fact that the tax is heavy, this paper puts forward the idea of "stopping the tax land", "the tax is said", "dividing the land and so on". In view of the social situation that "silver is exhausted" in the monetary field, this paper puts forward the idea of "waste gold and silver", "money law" and "banknote law". Huang Zongxi's thought of economic legislation plays a great warning role in the reform of taxes and fees in rural areas.
